The certificate is signed by Robert W. Doubek and Jan C. Scruggs. It is printed on green-bordered paper and mounted to a wood backing.Historical NoteIt was presented to President Reagan by Jan C. Scruggs, the president of the Vietnam Veterans Memorial Fund, at a briefing for veterans and military leaders of major organizations in the Cabinet Room on July 17, 1981.

Custodial History NoteThe item was a gift from a member of the general public to President Ronald Reagan during the Reagan administration. It was received through the Executive Office of the President Office of Correspondence and maintained there until its transfer to the National Archives in January, 1989 for deposit with the Reagan Presidential Library.
