Physical DescriptionAn original political cartoon in gray mat and black and silver frame by Pat Oliphant. The cartoon depicts Rep. Tip O'Neill, Rep. Jim Wright, and other Democratic Congressmen, all in black suits, leaving the White House. Their right arms are all twisted multiple times. Caption: "O'NEILL, WRIGHT & OTHER LEADING DEMOCRATS LEAVING THE WHITE HOUSE AFTER HAVING CONVINCED THE PRESIDENT THEY MEAN BUSINESS ON THE TAX CUTS." In the bottom right corner, a Congressman holds out his twisted arm to Punk. Congressman: I NEED TO UNWIND!" Inscribed "For the Arm-twister himself with best regards – Pat Oliphant" in the bottom right. The back has a hanging wire and is covered in brown backing paper.
Historical NoteDuring the Reagan administration, the cartoon was on display in the White House Billiard Room.

Custodial History NoteThe item was a gift from a member of the general public to President Ronald Reagan during the Reagan administration. It was received through the Executive Office of the President Office of Correspondence and was on display in the White House until its transfer to the National Archives in January, 1989 for deposit with the Reagan Presidential Library.
