PAUL M. CALVO was born in Agana, Guam, in 1934. He graduated from the University of Santa Clara in 1958. He began his political career in 1965 when he was elected to the eighth Guam legislature. Following his term in the Senate, Calvo returned to the insurance business until 1970, when he was elected to the eleventh Guam legislature. He was reelected in 1972 and served as the Senate minority leader for both terms. In addition, Calvo chaired Guam’s Republican Party and was a member of the Kinghts of Columbus, the Elks, the Jaycees, the Young Men’s League of Guam, Teen Challenge, and the Holy Name Society. Calvo’s term as governor was marred by the teacher’s strike of 1981, which lasted many months and caused deep divisions in Guam’s education system. He lost to Bordallo in the 1982 election and decided to retire from politics.
